There are many factors that affects the water runoff. The texture of soil, the type of vegetation, the climate there and the type of rock.

The factors like more vegetation and hotter climate and permeable rocks decreases the rate of run off.

The factors like less vegetation and dried area where there is less absorption of water increases the rate of  run off.

When the rainfall rate is more than the rate of absorption then most of the water will run off.
