Taxa in a study. Ideally we would study every single species within a higher level taxon such as all species of butterflies and moths (Order: Lepidoptera). In that case, our phylogenetic analysis would not be biased. However, scientists cannot feasibly study all members of a taxon, even if we discovered every species.
