Is the following relation a function? I think it is, am I wrong?

Yes it is. You know about the vertical line test? Draw vertical lines (mentally) and see if you can draw a vertical line that crosses the graph at more than one point. If you can, it isn't a function. In this case (sin(x/4)) is a function.
