Paraphrasing is to put something into YOUR OWN WORDS. RESEARCH REPORTS use paraphrasing, example when writing from an encyclopedia or other sorce you paraphrase the information. In this case you MUST give credit to the source of information. Paraphrasing helps to better understand and remember ideas!
