Answer:

Seats Received

Adams : 5

Grant. : 5

Colton : 2

Davis. : 10

Hayes : 11 or 10

(For Hayes, the answer is 11 but that's one more than available seats so I'm not sure. Must have made a miscalculation.)

Step-by-step explanation:

GM - Geometric Mean

IA - Initial Allocation

1. Calculate the Divisor:

Total Population ÷ Seats

2. Calculate the Quota:

Country's Population ÷ Divisor

3. Find Lower Quota:

Rounding down all Quotas

4. Geometric Mean:

In this case Lower Quota= n

therefore to calculate GM use this formula

squareroot of n(n+1)

sorry, don't have a squareroot symbol on my keyboard but you can check out the picture I posted.

5. Find the Initial Allocation:

Initial Allocation is the Seats Received

If Quota > Geometric Mean then Round Up

If Quota < Geometric Mean then Round Down

6. Check your Seats Received/ Initial Allocation:

Check IA/ Seats Received by adding them together.

The sum of all Seats Received/ IA MUST = 32 seats because there are only 32 seats available.

But when I add them add I get 33... not sure why. Can't find my mistake but I hope this will help you.
