The hypocenter is the spot deep into the ground where the earthquake occurs, thus it is the spot from where all the energy is released. This energy, in the form of vibrations, moves upwards toward the surface in a vertical manner. The spot where they reach the surface is called epicenter. From the epicenter, the energy, the vibrations, are spreading around on the surface. The epicenter is the place where the earthquake is the strongest. As the vibrations spread on the surface away from the epicenter, the strength of the vibrations decreases gradually, so the further away they go, the weaker they are, and the less they will be felt.
