When the people demanded separate linguistic states.The government resisted this urge as they feared it would be a problem like it was during the partition of india to Pakistan.
However later when they did join states of same language it made administration easier.
Note: States like Nagaland wasnt joined because of language it was because of similar culture/tradition.
