The war was originally started due to the U.S. supporting a capitalist dictator in the south while northern revolutionaries sought unity for Korea, so the fact that the south still exists makes it somewhat of a victory for the U.S.

Since the South continued to exist after the war the war was considered to the won by the United States and its UN allies who supported South Korea.
