The Bill of Rights doesn't function on a global scale, it's only in the US. If there was no Bill of Rights, many citizens would not be aware of what their rights are. It doesn't necessarily give Americans rights; it states them clearly. The rights are actually made in the US Constitution. Many other countries in the world do not have a Bill of Rights, however, in their constitutions and governing documents, they have restricted forms of government, such as communism and monarchy.
