There are a couple ways to do this. I'll show you both.
Multiply $39.99 by .40 (which is achieved by taking out the percentage and dividing by 100)
[tex]39.99*.40=16[/tex]
Subtract $39.99 by $16 which is $23.99
Other but much quicker way is to multiply $39.99 by 60%
[tex]39.99*16[/tex] = [tex]$23.99[/tex]
Answer: $23.99
