can anyone give me a photography tip

I'm trying to take a picture of a clock and make it look like it has more than just 3 hands (kinda like this picture)

if anybody could tell me what shutter speed and stuff to use I'd appreciate it​

Yes do you have PicsArt? Or you can also make it look like a motion to make the hand look like third hand
