The Constitution also denies some powers to each level of government. National Powers. The Constitution grants both expressed powers and implied powers to the national government.

People disagree because they want major decision-making power to reside with the State government.

The context of this question happened during the Confederation style of government where State are given greater power than the Central government.

However, the style was so imperfect because there are no Judicial system and each state were given too much power to make decision on their own without any major check from the Legislative.

The imperfection lead to creation of Federal style of government which created different level of government with different power and responsibility.

The divided style of government perfected the issue the country had under the Confederacy style of government.

Therefore, in conclusion, i believe people disagree about the divided government because they want greater power to remain with the state government.
