1. Said the federal government cannot take sides in disputes between US states
2. Restricted US involvement in foreign conflict/wars
3. Required the US to remain neutral in all foreign conflicts unless a close US ally was on the verge of defeat
4.Required to use remain neutral in all foreign conflicts unless two thirds of congress voted to commit troops
