• The politics of moving a bill is anticipated by lobbyists:  The lobbyists are familiar with several of the key players that take part in the legislative process, thus, they are well familiar with and understand the politics around the possibility of the passage of a bill.  

Professional lobbyists are the individuals who work to influence the regulation, legislation, or other decision, actions, or policies of the government on behalf of an individual or group that hires them.
