Lobbying efforts are directed primarily at the national level: committees of Congress that consider legislation, administrative agencies that are responsible for writing or enforcing regulations, and executive departments. Lobbyists depend on their personal relationships with members of Congress and the executive branch, which are based on keeping in regular contact. Many lobbyists have served in government themselves. This means they have worked, in some cases for years, with the very people they are now lobbying, and this experience gives them invaluable insights into how things are accomplished in Washington.

The professional advocates, which work to affect the political decisions on the behalf of organizations and individuals are known as lobbyists.

They provide context, history, and perspective on essential issues: The lobbyists can assist the lawmakers in assessing the merits of an idea prior it comes into the process, and also help in predicting the failure or success of a bill passed on legislation or the situations that have arisen before it.  

The politics of moving a bill is anticipated by lobbyists:  The lobbyists are familiar with several of the key players that take part in the legislative process, thus, they are well familiar with and understand the politics around the possibility of the passage of a bill.  

Professional lobbyists are the individuals who work to influence the regulation, legislation, or other decision, actions, or policies of the government on behalf of an individual or group that hires them.
