Individual rights are not always absolute because in the event that
everybody could do what they wanted, the privileges of others would be
abused and eventually prompt disorder. The Constitution protects
individual rights but also limits individual rights by allowing the
government to pass laws to limit conduct. I’m writing to you today to
address a few issues that occurred in my community. The government
forced people to evacuate from their homes and prisoners were kept in
prisons that lacked power, supplies, and plumbing during the emergency.
