The Missouri compromise called for the admission of Missouri as a slave state and Maine as a free state, thus preserving the balance between free states and the slave states. Jefferson said this phrase because the crisis issue of slavery is on the map of the US and would make any resolution of this issue in the future impossible. Hope this helped. :)
