Napoleon changed the power balance in Europe deeply. He overthrew old monarchies and created new national republics. He aimed to isolate Britain and to do so he invaded Portugal and turned against his former ally and also deposed the reign Spanish monarchy of Bourbon. Later Napoleon aimed to invade Russia but his campaign failed.
Balance of power was only restored in the Congress of Vienna that redrew the borders of Europe and brought a period of peace in the continent. But Napoleon left a legacy the revival of nationalism and liberalism.
