For example, a white person wanted to be Beyonce for Halloween, they can, but they shouldn't try to darken their skin or paint it, etc. They can simply wear something iconic that she has before- ya know? If someone(who isn't black) wanted to be "black" for Halloween, that is not appropriate. Say they got a braided wig or something specific and special to that culture, and wore that for Halloween trying to imitate it, that would not be appropriate.
