There are both positive and negative consequences for this.

- The decision making process is becoming less efficient (Negative)

When the power is dispersed across different instruction,  a program need to be examined and approved by different government officials from different constitutions. This will make the process become longer and more complicated compared to having only one institution responsible.

- It limit the power of the government (positive)

Even though this make government activities less efficient, it actually act as a pretension from the government from abusing its power.. Having one institution that in charge of every thing can be risky. If that institution is corrupt, there's nothing that can stop them from passing any type of legislations that they want.

- Each institutions can focus on different issues at once (positive)

By dispersing the power, the government can dedicate each institution to focus all of its time and resources in handling a certain type of issues . Each institutions can also hire only officials with profound knowledge in one specific field in order to increase their productivity.
