How do we normally decide which component of a mixture is the solute , and which is the solvent

We can determine whether a substance is a solute or solvent by looking if that substance dissolves or does the dissolving. Solvents are water, milk, ethanol, acetone etc while solutes are sugar, salt, coffee grounds etc
