This Myth relates closely to Animism, so in my opinion this myth would come from a Native Indian culture.

Remember that myths are symbolic tales of the distant past, most of times related to the creation of the universe or the arrival of human to existence. Myths tell a lot about a culture as they put emphasis on the things that are valued and the ones that are not, they may represent actions that prioritize some things over others. In this case, the gods taking the form of animals and creating the universe tells us that nature is very important for this culture. The gods represent the sacred, the things that can't be fully understood and apprehended, so this culture (contrary to ours) has not developed to control nature and use it for it's benefit. It is probable that they try to coexist with animals and learn from them. Human is just another being on Earth that conbtrary to animals doesn't undestand some basic things, he must learn.
