Lincoln has the intention to give an equal start and a fair chance to everyone who was willing to work for it.
The Homestead Act declared they would have to live on the land for five years and actively improve it. Upon applying, a person would just have to prove they have never taken up arms against the United States. Afterward, they could register land for themselves in exchange for a small registration fee. The distributed land was mostly located around the Mississippi river.
