Tho the vote by the general public heavily influences the decision made by the electoral college, the popular vote does not, in and of itself, dictate the outcome of the election
The only time the speaker of the house would have say in the outcome of the election is if neither candidate achieved 270 electoral votes, in which case it would be considered a “tie” and the decision would be left up to the House of Representatives. Even still, the only way the speaker of the house would decide the president would be if there was then another tie within the house and if the speaker was then the tie breaking vote. The only election to ever have ended up in the hands of the House of Representatives was the election of 1800
In every other election, the electoral college was the governing body that elected the president
