I believe that a combination of A and C would be best to reduce pollution in out environment. Punishing big business as mentioned in B could lead to outrage among certain political groups, so i believe that encouraging businesses to reduce emissions through subsidies would be more effective for actually improving the quality of the environment. A is just a given, mandatory recycling would do way more for the environment than anyone ever realizes, and would reduce waste by a great amount.
