Hayes the President of the United States in exchange for rapidly removing federal troops which had occupied the South since the end of the Civil War , as well as other concessions to Southern Democrats. It was an informal, unwritten agreement made by members of Congress and virtually ended the era of reconstruction. All aspects of the deal were quite shady.
