Teens are not mature enough because some of them don't know the consequences they think that they will just be released. Sometimes their actions require an arrest to the extent they need to go to court. A lot of teens these days think they can get away with a lot of things, but they are not taught that there are consequences. It can also be their parent's or guardian's fault because they never explained to them what can happen if they make poor decisions. Their parents probably let them do whatever they want when they were little kids so when they grow up they think they think that everything they do is "ok".
