Which form of government is best?
Your society has just won a war, but in the process, most of the homes, businesses, roads, and ports have been destroyed. Everybody is tired of war and very depressed. They are losing faith in their country and need a way to come together and fix everything while still having pride in their nation. Which form of government would be best to have in this situation? Why?

In that situation ,I believe a representative Democracy is the suitable form of government. They need to let the representatives from each territories to have control over the rebuilding period.

In the sample case above, we know that the country experience a catastrophic situation nation wide. It is important for the government to make the citizens participate in the rebuilding process.

This will be very hard to do with a centralized government

By giving the rebuilding power to the local representatives, it will be much easier for the government to coordinate a citizens effort for rebuilding. They can work together to contribute their labor or other skills to build buildings, farms, mines, etc. All the central government need to do is to provide sufficient funding that the locals can use to purchase all the necessary materials.
