Solution :
First we simplify the expression,
[tex]\frac{247}{10^2}=\frac{247}{100}=2.47[/tex]
[tex]247\times 10^2=247\times 100=24700[/tex]
The difference about the two answers is one is in decimal form and other in whole number.
Both have different place value system.
Digits shifting is due to the multiplication and division of [tex]10^2[/tex]
As if it is in denominator it divides and add decimal.
If it is in numerator it multiplies and add zero.
