Is the fact that poor whites were not given land in the South by the national government a good argument for denying it to the freed slaves?

(This is after the civil war when slaves where finally free)

I honestly think if u have money to buy land u should be able to get it or u  just give land to whoever needs it

shouldn't be racist about it
