The kings ruled over only their own city-states. Because of the absence of a central govt. in Mesopotamia, city kings used to fight with each other on land resources.
The Mesopotamians invented the centralized state and they also developed kingship. Cities were considered as political focal points ultimately urban center and leadership were passed down by kingly dynasties. As Mesopotamian culture developed, the city-states combined into kingdoms.
The entire history of Mesopotamia was being changed because of the centralized govt. system. The system of city-states has broken down to One centralized govt. After the city-state system Kingship was being considered and there was only one ruling family who runs the whole system.
