However, it's true that personnel and not facilities is the bane of quality public primary education in that if teachers and administrators could have better training and attitude, they could mark a real difference although school facilities do not have modern rooms, labs, or technology.
People are what give life to institutions. In this case, with a much better attitude on the part of people who work in public primary education, the education level could be improved. But it is also true that may need some incentives to improve the quality of their work.
