all. There must be justice for those who have died to free Europe from Prussian despotism. There must be justice for the
people who stagger under huge war debts so that liberty might be saved. There must be justice for those millions whose
homes and lands, ships and property German savagery has destroyed."
Why would President Woodrow Wilson have disagreed with the content of this message?

Although President Woodrow Wilson understood that Germany should be punished for its war crimes, it did not believe that this punishment should be too severe. That's because Germany was already very scrapped and devastated by defeat in two wars and he feared that very severe punishments would generate a popular revolt that could trigger another conflict over time.
