If it were tangent, then we could use the pythagorean theorem to check if this is a right triangle and actually has angle A with 90 degrees.  a^2+b^2=c^2

4^2+12^2 does not equal 13^2.

If segment AC was 5, then it would be tangent but since its 4, the pythagorean theorem doesnt match up and therefore, it doesnt make a 90degree angle
