Answer: Sparta
Explanation:
The very famous Sparta etched it's name in History from the stand it took against the Persians in the Battle of Thermopylae where 300 Spartans withstood waves of attacks by over 100,000 Persians.
The other Greek states trusted Sparta with this assignment because they knew the strength of the Spartan military.
This strength was born from a very militaristic way of life in Sparta where life was centered around strength and power. Spartans were not after the finer things in life and did not even like the use of money. Their kids were trained to fight from a young age and they had 2 Kings who had to be strong to maintain their position. The Spartans were said to be the most disciplined land force in the world at the time because they were trained with much hardship and with the view that to survive the world, you must use force.
This is why the above must be attributed to them as it speaks of force being the Paramount force of the day and that was their philosophy.
It cannot be attributed to the Athenians who were a paragon for democracy and dialogue. The Athenians did not view force as the way to establish dominance even though they had a very powerful military.
The above quote is from Sparta. Because this quote stresses on the role of force for a country.
