The degree of a polynomial is the biggest exponent that appears on the variable (or the sum of the exponents in case of a multivariate polynomial).

Here we have a leading term (highest degree term) that's just an x, in both the numerator and denominator.  That's a degree of 1 in the numerator, one in the denominator.
