You cannot always prove a conclusion by inductive reasoning.

cannot
Inductive reasoning uses multiple premises to decide whether or not a conclusion is true. Conclusions cannot always be proven true with inductive reasoning. For example, read the two premises: Alex is a boy. Alex has short hair. Conclusion: All boys have short hair. This isn't true because not all boys have short hair. Because of this the rest of the answer possibilities are also wrong.
