Containment policy, which was established by President Harry S. Truman, was a policy that tried to "contain" & stop the spread of communism, especially in Europe and Asia, where the Soviet Union (USSR) had eyes on.

Containment affected the Cold War by creating a "middle ground position." The United States government shifted back and forth from detente (relaxation) and rollback (overthrowing a regime).
