It goes from 1.1 to 1.2 which tells us that rather than going 1, 2, 3, ect. or 1.1, 1.2, 1.3, ect. it must be going by 1.11, 1.12, 1.13, ect. Now knowing this you simply count the dashes. It stops 1 before 1.2 which means it stopped at 1.19 (you also know this because after 1.19 it would go up to 1.2)

Main thing to look at for counting to a marker on the line is figure out how much each line is counting as. A good way to do this is to forget the numbers on the number line and tell yourself you're starting at 1 and the next marked dash (forgot the technical term for these things) is 10. Then you see what you have to skip by to get from 1 to 10. For example if you start counting at the first marked dash (1) and count to the 10 marked dash and its 10 dashes total then you're counting by 1. If you count and there are only 5 dashes total then it has to be counting by 2. Once you've established what you're counting by you just look at what numbers the number line wants you to find and you can count your way there
