The European practiced Absolute Monarch while Ottoman Empire practiced Centralized Bureaucracy.

We will use the French Empire as a case study in Europe to facilitate comparison with the Ottoman Empire.

The French Empire practiced absolute monarchy which means the King ruled with no limit. The monarch has an absolute control of Land, Tax, Military Forces, Law etc.

The Ottoman Empire was dominated by Turks and practiced the government style of Centralized bureaucracy with a sultan as a figure head. However, the sultan is more like a decorated head because the grand viziers ruled most of the empire.
