What is this? Is it a simile, metaphor, personification, etc?

It’s a metaphor. It’s using a word or phrase and applying it to an object that is not realistically applicable. “Quicksand” and “solid rock”, racial injustice is not actually quicksand and human dignity is not actually a solid rock.
