The Soviet Union (USSR), wanted to keep *previously* Nazi-Germany divided, to keep Germany from becoming strong again. Remember, this was directly after World War II, in which Germany was one of the main powers of the Axis alliance. In an effort to keep Germany from being able to become a super power again, the Allies agreed to split Germany into spheres of influence, along with her capitol, Berlin. However, the Allies soon brought together the Western part of Germany, and to keep Germany from reuniting, the U.S.S.R decided to not join in the reunification, and to even blockade Western Germany.
Essentially, the U.S.S.R wanted to keep Germany from becoming powerful again.
