When finding the rate of Change, you're finding the slope. There's many ways to find the slope, but i'll give you the simplest way:

(The multiple lines is the division sign if you're confused)
First, take the first two points--- (1,-4) and (2,-1)
the second point's -1 is the y2 and the first point's -4 is y1. you subtract those to get 3
now for x's, it's the same thing., and so you get 1
