All of the above point to the electoral processes and observations of a D. Congressional election cycle
During a Congressional election cycle, House of Representative members and some Senators are elected and what we usually notice for these types of elections are:
- More projects are created for home districts - this is to inspire voters to vote for the representative in question.
- Weaker opponents - House of Representative members are usually very strong in their home districts and can remain in the House for decades
- Donations from PACS - Political Action Committees formed by parties donate the money needed for campaigns to ensure that the party remains strong nationally.
In conclusion, Congressional elections are not very hard fought due to opponents being weak but they do see projects being built by representatives to sway voters.
