As happened first with President Lincoln's decision to handle Reconstruction in the South, in 1865, President Andrew Johnson gave leeway to southern states to do Reconstruction as they best considered. This was not applauded by people from the North, even less by some radical Republicans that got angry when Jackson granted pardons for ex-confederates instead of ordering severe punishment for what the had done during the war.
