After the falling of the Roman Empire, there was money scare and economic decline and Western Europe went towards feudalism as cities were no longer centers for learning.

The fall of the roman empire opened the gates for feudalism. After the fall of the roman empire, Europe went into a state of regular warfare as the new kings who emerged only wanted to impose taxes on their population and not only that, these kings also wanted their people to fight for them during the war. Under these new kings, Landowners were allowed to raise their small armies and during the time of war, kings used to call these small armies to defend his kingdom.  

Feudalism was also behind the weakening of economy and trade which was essential for the development of Europe. The economy of Europe during the middle-age period was nothing if compared to the economy which was there during the Roman empire. Landowners during the era of Feudalism did swear their loyalty towards king but they further used to divide their land among the people who were loyal to them and that created a decentralized government that damaged trade and economic development of Europe.
