It annexed the Philippines and Puerto Rico was nearly made part of the Union. It imposed limitations on Cuban sovereignty throught the Platt Amendment and American-friendly governments; in the early 1900s, Roosevelt intervened in the affairs of the Caribbean nations under the pretext of assuring their payment of financial obligations to European powers to avoid their intervention (Roosevelt Corollary to the Monroe Doctrine).  He also promoted Panamanian independence as a way to get control over a future canal route. The US also acted as a mediator in conflicts between other powers, too.
