Short term may only be to lose weight for a wedding, photo shoot etc and sometimes just to lose a certain amount of weight till they feel happy. But, long term fitness is working out every day or 2-3 days to live a longer life and not necessarily lose a certain amount.

Short-term fitness goals would be someone trying to lose weight for an event.  For example someone is trying to get a "summer body".  Long term is when a person wants to lose weight and keep it off and just be healthy over all for a very long period of time.
