First you need to be able to do simple division and multiplication. Then think like this: “If I took 7 away from 84 repeatedly, how many times would it take me to get to 0?” Another way would be doing simple multiplication. Think like this: “7 times what gives me 84?” Keep adjusting the number until it gets you 84.
