The National Urban League was based on three basic organizations that lead to its creation. In 1960, The Committee for the Improvement of Industrial Conditions Among Negroes was set up in New York, and the National League for the Protection of Colored Women. Also,  the Committee on Urban Conditions Among Negroes was founded in 1910. These three organizations merged and birthed the National League on Urban Conditions Among Negroes in 1911.

The purpose of the National Urban League is to cater to the needs of African Americans who migrated from rural areas to New York. The agency emerged as a move to eliminate discrimination and segregation meted on the African Americans and to ensure that they are involved in the activities of American life.  They also made sure the African Americans from the rural areas were able to adjust to the new life and find jobs and housing.

The name was reduced from the National League on Urban Conditions Among Negroes to the National Urban League in 1920.
