I think D is the answer because the Emperor thinks he is above everyone else meaning he doesn’t stand for equality which means everyone is equal.
I believe ‘quote a’ would be most desirable as George is suggesting that dancers should not be presented with a handicap. A handicap is when those who would have an advantage over others in, say, a race, would start later than other runners to make the race more equal for everyone. It creates complete equality as it reduces everyone to the same level. George, in considering that a handicap wouldn’t be good, is therefore thinking that complete equality wouldn’t be desirable.
